Governor of Hong Kong to the

Secretary of State for the Colonies.

Dated 28th July, 1938. Received 10.7 a.m. 28th July, 1938.

3/ My secret telegram No.204. The Government

proposals for dealing with the refugee problem will be

indicated in statement in the Legislative Council to-day.

According to present estimate initial expenditure will be

as follows;

Capital $522,500, administrative charges on a 12 months'

basis $367,200 but I think that these can be somewhat

reduced. Three separate schemes are contemplated, all

being tentative; they aim at accommodating between

3,500 and 4,000 persons: it is not unlikely that if they

are successful double that number may have to be
